Thanks for the report.  Note that translation for GNU make, as with all GNU
projects, is handled through The Translation Project
http://translationproject.org/

Please find the group managing your language and submit any issues or
suggestions to their mailing lists.  FYI, the page for Japanese is here: 
http://translationproject.org/team/ja.html

The translations for GNU make are not even maintained in the GNU make source
code repository: whenever a new build is created the latest translations are
downloaded directly from the translation project site, dynamically.
