Package: swig

Justification: swig is unavailable in testing
There does not appear to be a version of swig in
debian testing. In order to install swig I needed
to download it and related packages from an alternate
distribution. It seems to exist in oldstable, stable, and
unstable. Stable and unstable use the same version.
