I did: apt-get install openstack-cloud-identity apt-get install openstack-dashboard-apache then I could login into Horizon without any issue. I invite you to ping me on IRC (or otherwise) so that we can try to reproduce the steps which lead you to such a result. I'm marking this issue as closed to avoid the package to be removed from testing, however obviously, if you help me to reproduce the bug, I'll reopen and maybe select a different severity.
