I would say no.

If every time that a bug is fixed in a dependency, we were to bump the version requirement, then we would basically always depend on the latest version of every package.

Also, it may be possible that octave-image builds against an old version of octave-dev that was not affected by the bug.

Apparently (but I did not check it thoroughly) , the “bug” in mkoctifle was always there, but has only been exposed when the Debian build tools started injecting some new -f* options into CFLAGS that was propagated into the call of mkoctfile. This confuses mkoctfile's options parser, resulting into a wrong behavior.
