You need to install the libsnmp-dev package.

Thanks for the information. A naive question: Is this intended, that a 'dev' package needs to be installed to "just" run (and not develop) the software?

You are absolutely right, this is not normal and seems to be a new behaviour starting with 2.8.1-1. Reopening.
