But the package 'libsnmp40t64' (in sid) is installed and following
files are present:

/usr/lib/x86_64-linux-gnu/libnetsnmp.so.40
/usr/lib/x86_64-linux-gnu/ libnetsnmp.so.40.2.1
You need to install the libsnmp-dev package.
Thanks for the information. A naive question: Is this intended, that
a 'dev' package needs to be installed to "just" run (and not develop)
the software?
You are absolutely right, this is not normal and seems to be a new
behaviour starting with 2.8.1-1. Reopening.
I've prepared a patch here and but I still need to test it before
uploading it
