Two things are happening here:
(1) dh-fortran-mod changed from depending on gfortran to gfortran-for-host
(as was recommended for cross-building). Some packages were relying on this
for gfortran, but gfortran-for-host is not pulling in a compiler that the
build system eg cmake or meson can use.
Reverting this change.

(2) There was a change in dh_fortran_lib behaviour, used experimentally in
some packages I maintain. Uploading fixes for these. (dh_fortran_lib now
installs in the target pkg rather than working in debian/tmp, to be
consistent with other dh_ packages).
So this is really neither "bug in dh-fortran-mod" nor "bug in individual
packages"
but more like a mix of the two things.

To simplify, I suggest to keep this bug open until all packages in the affects
may be built again in unstable.

(The alternative would be to clone this bug several times or report
several new bugs, which imo would be pointless if you plan to fix the
individual packages soon enough).

Yes. I did a number of uploads yesterday and its probably down to only one case left - slepc; but there may be follow-ons; Leave this bug open for tracking;

Thanks.
Thanks
Alastair
