Ok,

Two things are happening here:
(1) dh-fortran-mod changed from depending on gfortran to
gfortran-for-host (as was recommended for cross-building). Some packages
were relying on this for gfortran, but gfortran-for-host is not pulling
in a compiler that the build system eg cmake or meson can use.
Reverting this change.
(2) There was a change in dh_fortran_lib behaviour, used experimentally
in some packages I maintain. Uploading fixes for these. (dh_fortran_lib
now installs in the target pkg rather than working in debian/tmp, to be
consistent with other dh_ packages).
