I built a (not yet) minimal example, which still shows the issue:

When compiling that one I noticed that in "gnutls28-3.8.10/build-aux" is a texinfo.tex file, which is more recent than the TeXInfo version currently in Debian unstable. After removing that file my minimal example builds fine.
