Yes, I think so.
I'm not sure why the -removal- bug #996691 is -also- tagged wontfix
however.
"Upstream project discontinued" is not something that we can/should be
fixing (unless there is someone in Debian willing to become the new
upstream, which I suspect is not the case). I tagged the RC bug as
wontfix to indicate that anyone doing QA work should either ignore it,
or fix the reasons why cogl cannot be removed instead.
It isn't a removal bug unless/until it gets assigned to ftp.debian.org,
and if we reassigned it to ftp.debian.org before fixing its blocker
bugs, the ftp team would just ignore it.
