Justification: renders package unusable

I just upgraded my server from stable to testing.  I was running imp3 on the
server, which is a package that is in stable.  I did not have any reason
to expect it to break.  However, it did, and spectacularly; I am now getting
tons of "Notice: Only variable references should be returned by reference in
/usr/share/horde2/lib/Auth.php on line 80".

imp3 is no longer in testing, but that doesn't mean it should break like
this.  php4 ought to conflict with it.  Better yet, it shoudln't break
things in this way.
