The error is detected by debian-installer build/Makefile: https://salsa.debian.org/installer-team/debian-installer/-/blob/master/build/Makefile lines 711-718, shown below. /dev/console exists, but appears not to be a character special file. I can't find any changes just before then that could have caused a problem. Unfortunately, this breaks weekly builds. I hope someone can fix this.
