That's what I did, and that's how I found out that libpam-systemd was
the root cause of systemd-shim breaking the debootstrap process.

Anyway, I fixed the problem by removing libpam-systemd from the
debootstrap command line, and then doing a simple apt-get install within
the chroot after the debootstrap is completed. I uploaded
openstack-debian-images 1.14 with that fix, plus a --force when calling
install-mbr which was also breaking things. Steve, please let me know if
that unbreaks everything.

I'm now back to working on EFI support so that we have a chance to get
arm64 support.
