Bug#107150: Reassigning 107150 to the technical committee.

 I have reassigned this bug to the technical committee with the
agreement of Herbert Xu (maintainer of traceroute) after we were
unable to agree on the implications of the FHS on the correct 
location of the traceroute binary.
