SmartScale is a way to rescale standard JPEG images, often before uncompressing
them.  For example you can use it to convert a standard 128x128 JPEG image to a
256x256 PNG image, or a 64x64 PNG image. see djpeg(1). There is no need to have
any SmartScale encoded image for SmartScale to be useful.
