Debian-cd uses the latest debootstrap that it finds on the mirror to
check that the CD contains everything needed to actually "debootstrap" a
debian system.

So no, this package doesn't need to go on the CD but it needs to be
present in the mirror. It doesn't hurt to be on the CD however, it's quite
small.
