Because an entry in the Debian keyring gives you voting rights, and so is limited to developers. Maybe there's an argument for other classes of voting project member other than just developer (typically package maintainer) such as a translator or documentor. Those roles might have voting rights (ie be in the keyring) but not machine access or something, and a different (less rigorous?) NM process.
