Sure, but that's not the point.  If someone prevents me from modifying
a program by the use of licensing permissions or binary-only
distribution, that's a Debian concern.

If someone prevents me by the use of extortion or kidnapping, it's
much worse, but not a Debian concern.

We are pro-free software; we are neutral about the burning of software
into devices.
