As vorlon said, that is listed under the heading of "4. Autobuilding", so the scope is "buildds must not fail" of this rule. That is why I asked to file the cases where buildds failed as serious, and the others as important (and cases where "Packages in the archive must not be so buggy [...] we refuse to support them." as serious as well, that is under section "5.
