While I remember such a proposal, it doesn't look like implemented. On https://launchpad.net/ubuntu/+source/nautilus, you have "Report a bug" on the right and it takes you to the web-based submission form. But in various places they are documenting the use of ubuntu-bug rather than going through the web interface.
