It only depends on the order if there is a debian/copyright, and .docs is used to override it. If there isn't one, then the order in dh_installdocs does not matter, I believe. I do agree though, that there are far superior ways to accomplish pretty much the same thing. My caffeine level was below a healthy amount yesterday, apologies!
