I assume this is your interpretation? Upstream never said anything like
above. I forgot the details, just has nothing to do with what you're
suggesting.

In any case, as a sysadmin you can configure systemd in /etc. This is
pretty much like any other package. Aside from that there are some files
somewhere else.
