Thanks. The source of my confusion is that the announcement you
provided has a link to this team page on the wiki:

But the top-level Teams page doesn't have a link to the Archive
Operations team (at least of this writing):
https://wiki.debian.org/Teams
... annd I was looking for the Archive team in the top-level Teams
page and didn't find it.
