Who do you have to force. Who do you mean with DM?
Who forces you to do so?

On a first run, without having a d/copyright, spdx2debian will work fine.
On a second run, it discovers that the d/copyright has no license, and it will fail.

Do you want to list the (non-free) licenses and the authors of the license texts themselves?

In my opinion it is a misunderstanding to require an explicit license statement for the debian/copyright file.
