This is the idea.
The criteria merely document why a QA upload is being proposed and
require that somebody is willing to do the work of collecting the
evidence and preparing it.
Anyone who considers this unnecessary bureaucracy is free to ignore it.
The purpose is simply to enable volunteers to act when they believe a
package lacks active maintenance.
