I tried to address the non-consensual point which basically is what you
mention below. My rationale for opening the MR was that the discussion
gradually shifted towards Debian Commons which was an unfortunate
suggestion in my initial mail.

That was certainly one opinion expressed in the discussion. My
impression was that the disagreement was less about the existence of the
problem than about whether an additional documented workflow is the
right solution. The MR is intended as a concrete proposal that can be
reviewed and refined.
The proposed workflow is entirely optional. Contributors who consider
the existing orphaning and salvaging procedures sufficient can continue
to use them exactly as before. The intention is simply to document an
additional workflow for contributors who encounter situations where they
believe it is helpful.
