Okay, I will delete the config. The error is not actionable for me.
I fixed it up in
https://salsa.debian.org/debian/shadow/-/merge_requests/29, which I
think is better than deleting it. Please have a look?

I can't say I understand what the difference is or why the old
config produces an error. I see other repositories also use
include:
https://salsa.debian.org/salsa-ci-team/pipeline/raw/master/salsa-ci.yml
so I guess that's not the problem?
