This isn't really something to vote on.  The situation is this:

dinstall (the program on master which installs packages into the
archive) has been modified to make announcements automatically when
the .changes file has format version 1.6.  This is produced by an
experimental version of dpkg(-dev).  Once these changes are added to
the standard dpkg(-dev) and all of the maintainers have upgraded to it
(say, after the next release), it will be a trivial matter to modify
dinstall to announce to the appropriate list (and I believe that Guy
intends to do this).  Until then, we will continue the way it is.
