I kept seeing the message debconf: delaying package configuration, since apt-utils is not installed while using apt. Once I installed it with dpkg, the message went away. I'm not experienced with this stuff, so if it sounds fishy, I'm probably in error, but I had some problems with pre-Woody KDE and Mesa packages, which seemed to choke apt completing the majority of packages. Running dpkg --configure --pending sorted out those packages, and once I'd installed apt-utils with dpkg, when I jiggled the KDE and mesa libraries, they were fully configured without my having to resort to dpkg.
