Despite all the classical Japanese writings before 1600 AD. were based on MY kind of Japanese, after power went to Tokyo, OFFICIAL Japanese was changed to Tokyo style. They call it mine a DIALECT. With different conjugation and different accent location for almost all words, the difference is quite significant. I know there is no ja_Kansai in Unix. Language is expression of power in many occasions. Also it is center of nationalistic feelings. Some good, some bad. Complicated and emotional for sure. For technical documents, I think whoever translates decide which locale they choose.
