Package: dpkg-dev Version: 1.4.0.31 `dpkg-source -b', from directory package-version, will not consider the presence of ../package-version.tar.gz, but only the one of ../package-version.orig. That means that even though ../package-version.tar.gz is present, the current package is considered as being a Debian specific package.
I didn't read anything in /usr/doc/dpkg/changelog.gz that made me think it was a new feature.
