It is unfortunate that woody will ship with a dpkg that does not have
--force-overwrite defaulting to on. IIRC we've always tried to turn it
on for release and off in between so file conclicts can be spotted.
There are still file conflicts in woody, like #141838.
There should probably be some procedure in place so we remember to turn
it on at the right time.

This was done on purpose as announced. The idea is that you can now
set this in /etc/dpkg/dpkg.cfg and the installer could turn it on there.
