It'd be relatively straightforward to have the installer enable force-overwrite on "stable" installs and disable it on "testing" installs. But for woody, surely the best thing is to just have base-config munge it (editing /var/lib/dpkg/status if you like) and be done with it? Worrying about changing it from a conffile to something maintained in the maintainer scripts can be done when 1.10.x comes out.
