You don't redirect port 80 to the proxy cache, while you're at it? And no. It's been like this, from fresh installs, even since the woody prereleases. I doubted then, but I've got far too much experience with this to do that now. (And come to think, I've got complaints for *not* filing the bugs I find early enough? [1]) If it's misconfigured, then it's by default.
