My intention was to keep the complexity low, while still aim as many bugreports at Debian as all parties can agree on. A more complex situation would indeed include your point above, Petter, but also that of obnoxious Debian maintainers as Finn-Arne have experienced. There is currently a discussion and a poll within Debian related to this.
