I sent me a copy of all relevant config files, the one you mention would have
all tokens needed to enable shutdown.
However, there is the Kiosk mode: I documented my findings at

Especially strange is the immutable propagation of KDE 3.5.5 - I guess some of
my problems derive from here. Also take note there is no teachers profile.
Could anybody please double check my interpretation at
http://wiki.debian.org/DebianEdu/TerraKioskMode ?
