Regarding documentation: For developers I think this bug report is plenty, changelog and svn logs refer to it. For users I think it's needless since these entries are managed from Iceweasel's certificate manager in a standard way. This is actually how I created the file, accepted the certificate for these servers then copied it. For system admins ... well I don't know. Didn't address the issue with existing users, it should be easy to cat the contents from the override file to each user's profile cert_override.txt but there is probably little use to that, unless the certificate is new. CA certificates may be distributed using same methods with the cert8.db file.
