How to add another keyboard layout globally?

Hi folks,

I did a few tests with KDE Plasma and to add keyboards is easy using
“Keyboard - System Settings Module”. This approach works perfectly for an
individual user, who wants to use KDE.

However, I’m rather looking for a way to change the default settings and
add another keyboard layout for all users and all desktop environments.

How is this done?
