Maybe both should conflict with each other, but the packages
certainly need to coordinate.

Another possible solution would be for one of the packages to move its
policies.json file from /usr/share/firefox-esr/distribution/ to
/etc/firefox-esr/policies/

Quoting
https://support.mozilla.org/en-US/kb/customizing-firefox-using-policiesjson

"On Linux, the file goes into firefox/distribution, where firefox is
the installation directory for Firefox, which varies by distribution -
or you can specify system-wide policy by placing the file in
/etc/firefox/policies."

/etc/firefox-esr/policies/ is normally for sysadmins (i.e. in system management infrastructures where to place site-wide configs).

We should indeed make sure, both packages conflict with one another.
