Hello,

bookworm-security carries tzdata 2026c-0+deb12u1 (bookworm has
2026b-0+deb12u1 and bookworm-updates 2025b-0+deb12u1). On 2026-11-01
at 02:00 local time, bookworm systems will move America/Winnipeg (with
Canada/Central and America/Rainy_River) back from -05 to -06, and
America/Inuvik back from -06 to -07. Under tzdata 2026d (Northwest
Territories) and 2026e (Manitoba), both stay where they are.

On the current debian:12 image (tzdata 2026c-0+deb12u1):
  $ TZ=America/Winnipeg date -d "2026-11-02 12:00Z" +%z
  -0600        (expected -0500)
  $ TZ=America/Inuvik date -d "2026-11-02 12:00Z" +%z
  -0700        (expected -0600)

trixie is in hand: 2026e-0+deb13u1 has been uploaded for trixie
(#1151185), and its changelog closes #1150854. That bug was filed for
both releases, so it will close while bookworm still has 2026c. As of
2026-10-20, data/dla-needed.txt has no tzdata entry.

The 2026c-0+deb12u1 packaging does not carry over to 2026d or later as
is: debian/patches/revert-systemv-deprecation.patch fails on the new
backward file (4 of 5 hunks). It applies cleanly when
Revert-Fix-POSIX-conformance-of-old-SysV-names.patch from 2026e-1 in
sid, copied unchanged, is listed before it in debian/patches/series.
Apart from the changelog entry, that is the whole packaging change.
The diff below is against the salsa bookworm branch at "Release to
bookworm" (2026c-0+deb12u1). The orig tarball is IANA's
tzdata2026e.tar.gz (sha256
b26882805f26aac59d5b222978e6580484b834ccdc98be89df2f05a6dc53a652; the
.asc verifies with debian/upstream/signing-key.asc).

What we ran on bookworm (debian:12 containers, amd64, 2026-10-13; the
two date lines above were re-run on 2026-10-20):
- Built 2026e-0+deb12u1 from that tree and installed it over
  2026c-0+deb12u1. Winnipeg, Canada/Central and Inuvik then give the
  expected offsets; Vancouver, Edmonton, Toronto, Regina and
  Casablanca are unchanged.
- zdump -v -c 1800,2040 for all 599 zones, before and after: only
  America/Winnipeg, Canada/Central, America/Rainy_River,
  America/Inuvik, America/Bogota, Asia/Tehran, Iran, Europe/Dublin and
  Eire change, which matches the 2026d/2026e NEWS. No zone is added or
  removed. CET, CST6CDT, EET, EST, EST5EDT, HST, MET, MST, MST7MDT,
  PST8PDT and WET are unchanged, and the four SysV names with rules
  stay regular files, as in 2026c-0+deb12u1.
- The tzdata file list is identical to 2026c-0+deb12u1 (1,320 paths).
- The package's own python autopkgtest passes. From the python test in
  2026e-1, test_2026d and test_2026e go from FAIL on 2026c to PASS;
  that suite is written for sid, and its other failures are the same
  on 2026c and 2026e.

We are not subscribed to debian-lts; please Cc us on any reply.

In case it helps the bookworm update, the diff follows.

+-# From Arthur David Olson (2005-12-19):
+-# We generate the files specified below to guard against old files with

+-# We do these as separate Zones rather than as Links to avoid problems if

+-#
+-# From Paul Eggert (2026-07-24):
+-# These zones are for backward compatibility with Unix System V (1983).
+-# They are ahistorical, in that they pretend standard time extends
+-# backward indefinitely into the past.
+-# They use USback (not US) rules so that they conform to POSIX instead
+-# of using abbreviations like EWT for Eastern War Time during World War II.
+-# The zones are here, not in the northamerica file, to lessen
+-# confusion downstream by making it clear that the zones are present
