hmm.. I recompiled sane-gimp1.3 from sources as well:
$> apt-get source sane-gimp1.3
$> apt-get build-dep sane-gimp1.3
$> cd sane-frontends-1.0.10
$> dpkg-buildpackage -rfakeroot -us -uc
and then dpkg -i'd the resultant package and it seems to work fine.
Do you have the latest Gimp 1.3 packages from unstable, etc ?
I have:
$> dpkg -l|grep gimp
