I finally got to the bottom of this issue. 

I had to install from the Debian 11 cd, upgrade from the 12 cd and then upgrade 
to the Debian ports repo. I finally have a working system. 

The issue I have found with the console redirect problem is with the di kernel 
greater than 5.16-05.  Changing of the console settings in the ipl has no 
effect. 

The full kernel has no issues with booting in the normal serial console. 

I know that this doesn’t effect a lot of parisc machines maybe just rp3410. 

I would be interested to know why this maybe the case?
