You are not very informed. The whole Hurd is based on /proc done right. It's just that it is not the kernel's privilege to attach a program to a file inode. These are called translators. Furthermore, it's questionable if and when /proc will be imitated as it is provided by linux, because this assumes a single authority for providing such information (the kernel).
