Using all the mkhybrid options, no.  Using the reduced mkisofs options,
sometimes.

mc is great.  It crashed when I tried to read the file, but the system did
not.  I got these error messages.

hurd:/cdrom/upgrade# shell init could not get current directory: getcwd:
cannot access parent directories: No such file or directory
                sh: comand not found
                Bus error.  [mc crashed]

I hope this means something to someone.  The file in question is
x-system.sh
