You will find the Hurd material in sid.

A system to set up a Debian GNU/Hurd apt cache can be found at 
http://www.copyleft.co.nz/tarball-scripts.tgz
While I maintain a local archive the scripts should be able to be adapted 
to work with a network mirror.
