Maybe your mirror is out-of-date? The german mirror e.g. has http://ftp.de.debian.org/debian/pool/main/u/util-linux/util-linux_2.16.1-4_hurd-i386.deb Also, make sure it's not maybe apt-pinning. Probably we should remove the package from unreleased now that util-linux is finally back uptodate in unstable for hurd-i386.
