This is arguably the safest and is similar to other GNU contributions,
AIUI. I doubt many projects have the manpower/structures to handle
it,
so I see why you want to avoid it.
However, it means that those of us here who have already logged this
disclaimer with the FSF [1] have already assigned copyright for our
translations. I don't know how useful that is for Debian.
I'm quite happy with assigning all my translation copyright to the
FSF. Maybe there is a simpler way for us to do this in bulk, so it
would scale better?
I'm not assuming that everybody would want to assign their copyright
to the FSF, but there would probably be quite a few people who would
want to do so. The SPI [2] is another possibility.
