Last time a proposed a scheme like this (must be some years ago already), some maintainers were fiercely opposing giving away control of the translations in their packages. Well, especially regarding debconf-templates, because it would supposedly constitute a security threat. They also argued that going for separate uploads by a translation time is just trying to solve a social problem with technical means (or something like that).
