No, it means that you should can find the file on your computer using the 
dlocate command. For example, if I run that same command on a Debian 
3.0/Woody machine with KDE2.2.2, I get:

[EMAIL PROTECTED]:~$ dlocate kdmrc
kdm: /etc/kde2/kdm/kdmrc
[EMAIL PROTECTED]:~$

So the file in question should be in that location, and should have been 
installed with the kdm package.
