There is no point putting anything in kdmrc _if you are using xdm_. If you want kdm to display some banner, I suggest you use kdm instread of xdm. Installing the kdm package will create the /etc/kde2/kdm/kdmrc file for you to edit. If you want xdm to display some banner, you are in the wrong mailing list. debian-x or debian-user might be able to help.
